Nowadays, the demand for personnel leasing services is continually increasing. Outstaffing and Staff Leasing are the most common terms used with regard to this kind of service.

In the framework of outstaffing practice the service provider takes client’s employees (or newly found specialists) on his staff, performing the functions of an employer concerning all the paper work, salary transfer, full administrative support of personnel, but physically they work in the office or on the site of the client.

The reasons motivating employers to apply for this service are as follows:

• Opening of a foreign company office in Russia or opening of a Russian company affiliate in another region is coupled with lengthy bureaucratic process or registering a new legal entity, whereas the staff leasing scheme enables employees to start officially working immediately
• Registration of foreign staff in Russia and other countries is strictly regulated by governments. Outstaffing releases the organization from the need to comply with multiple requirements
• During temporary projects, employment on a permanent basis may not be reasonable
• In some organizations there are corporate requirements on headcount limitations
• Intention to reduce labor risks

Staff leasing is the service that was the starting point of SGS Recruitment and Staff Leasing Services division in Great Britain about 40 years ago. If global operations are concerned, staff leasing is the main service provided by SGS within staffing services, whereas recruitment for permanent positions accounts for 10% only. As for Russia, the situation is vice versa with predominant position of recruitment for permanent positions. Still, staff leasing has grown for the last year by 10%.

We implement both long-term projects and short-term position filling. The leased employees are provided with necessary support by a dedicated SGS specialist, starting from all the paper work up to providing all the reference documents and assistance with dwelling, registration, transfers and so on.
